"refurbished" is a scary word
Why? Refurbished usually means someone got it for Christmas, opened it, and returned it. I've bought dozens and dozens of electronic items that were sold as refurbished and never had a problem. Typically, they are identical to new.
TomTom is a lot better than some other cheap brand... I like their product!

#2, Your description is for 'opened box'. I think refurbished items are from the repair shop (manufactoring shop or third party shop).

I bought one of these "refurbished" TomTom Ones from Buy.com two weeks ago. It came in a like-new retail box with all the accessories. It works well, and other than the "refurbished" sticker on the box, you wouldn't know it's refurbished.
Refurb does NOT always mean it was repaired. Most are simply returns as #2 stated or rejects from the manufacturer such as damaged packaging (why most refurbs will come in either generic box or just the items themselves in a sealed plastic bag). The only items that are generally repaired are "Easy fixes" and expensive items as the company will take a hit on labor and parts two fold and some items are not worth it when you look at the profit margin.
BTW, This is a decent deal. You can always purchase an inexpensive warranty from a company like squaretrade for years of protection, refurbed or not.
I picked one up a few weeks ago.. and you would never know it was refurbished. On the other hand I picked up a reconditioned Archos Wi-Fi from Buy.com a few months ago and it came pre-loaded with a bunch of bookmarks to adult websites. very handy.
