Looks like what Harbor Freight used to sell as an 18V, now as a 19.2V. It should run from the $20 19.2V battery (2nd link) assuming they didn't key the plastic to prevent it from working (then trimming a tab off somewhere will usually fix that).
Yes the "dumb" 3-5 hour chargers with these will cook batteries to death if you don't promptly remove them when finished charging.
Not that I recommend HF drills but they have their 24V combo'd with an LED flashlight on sale right now for $25... light itself is probably worth $10 because it should have great runtime using only ~9 100mW LEDs, though not terribly bright. However it is the newer restyled version with battery pack incompatible with the older style, BUT its battery pack is currently on sale for only $13.

The first thing to fail will be the battery, and no way to replace it.
