It's not a fan it's a "Personal Circulator". Sounds like a replacement heart which for $16 might be a pretty good deal.

I have a couple of these. Bought them a year or so ago. I can't remember what I paid, but it was definitely less than $16.

If you put it on a table or desk within four feet or so it's an effective and quiet fan for one person. It also works well as an audio equipment, TV, etc. fan.

But I would not pay $16 for one of these.
