Moving drive heads causes most of seek time, rotational latency is a minor factor. Choose between the cheapest storage in a slow spindle, baconfast storage in an SSD, or use a tiering solution (see Fusion Drive) for anything in between. There is no market space left for expensive, slightly higher performance spinning drives anymore.
