You can usually (except in extremely dry areas) just pour it in dry to set posts then it'll leech the moisture out of the ground to set, which also helps to keep the post straight without adding supports, opposed to being in wet cement.

in some environments you may not want poles set in concrete as the concrete, even when hard, will leach water into the wood and cause rot. in these cases you want to dig the hole, fill at least the bottom 12" with gravel, set the post, and then fill around the post with more gravel. this will help the water drain away from the post.
