768 vertical is too low for use as a computer monitor, unless you mean for gaming with a low budget or old video card.
A cheap plasma has a better picture than a cheap LCD, but the resolution is going to depend on how far away you're sitting from it and you're going to lose detail downsampling the 1280 horizontal pixels from HD/720p to 1024 horizontal. In other words it will provide a more vibrant, blurrier image. The detail loss would bother me most so I'd pick the 1080p LCD.

Depends.
This is the low end of 720 if that resolution is accurate in description. Some wouldn't even consider this 720.
